Stakes are higher for the Congress as its chances in Gujarat are dim. The BJP is fighting the tradition of the state changing its government every election. \t\t\t\t\t\t\t\t\t\t<\/p>\n<h2 class=\"cheat__ttl\">Here are 10 key facts that explain the elections:<\/h2>\n<div class=\"cheat-wrp\">\n<ol>\n<li>\n<p>The Congress has put up a spirited challenge and is now across the majority mark after nearly a third of all votes have been counted. At 10.45 am, the Congress was ahead on 34 of the 68 seats; BJP on 29. At least four rebels candidates \u2014 three of BJP and One of Congress \u2014 are leading.<\/p>\n<\/li>\n<li>\n<p>Chances of a\u00a0much-needed win are <a href=\"https:\/\/www.ndtv.com\/india-news\/himachal-pradesh-election-result-2022-leads-four-independents-3-bjp-and-1-congress-rebel-ahead-in-himachal-pradesh-3587859\" target=\"_self\" rel=\"noopener noreferrer\">making the Congress jittery<\/a>, and it is planning to send in some national leaders to the hill state and move the MLAs to Raipur in Chhattisgarh to counter any poaching attempts by the BJP, sources have told NDTV. Exit\u00a0<a href=\"https:\/\/www.ndtv.com\/india-news\/bjp-set-to-keep-gujarat-himachal-pradesh-say-first-exit-polls-tv9-gujarati-republic-tv-3579784\" target=\"_self\" rel=\"noopener noreferrer\">polls kept\u00a0all possibilities open<\/a>, or even a hung House \u2014 with Independents playing a key role. Of the 55 lakh voters, over 75 per cent voted in the November 12 election.<\/p>\n<\/li>\n<li>\n<p>Besides the issues of development, emotive appeals and campaign strategies, two\u00a0factors will be at play as Himachal&#8217;s poll results come out today. One, whether the Himalayan state&#8217;s <em>&#8220;rivaaj&#8221; <\/em>(tradition) of\u00a0changing the government every election continues. Two, whether <a href=\"https:\/\/www.ndtv.com\/india-news\/himachal-elections-2022-bjp-veteran-prem-kumar-dhumal-speaks-to-ndtv-rebels-have-reasons-3499825\" target=\"_self\" rel=\"noopener noreferrer\">the large number of rebels<\/a> can dent the BJP&#8217;s chances at bucking that tradition.<\/p>\n<\/li>\n<li>\n<p>In the <a href=\"https:\/\/www.ndtv.com\/india-news\/himachal-election-2022-voting-today-bjp-pitching-double-engine-congress-banks-on-rivaaj-3513179\" target=\"_self\" rel=\"noopener noreferrer\">2017 assembly elections,<\/a> the BJP won a comfortable majority of 44; the Congress got 21, with one seat going to CPI-M, and two to Independents. The BJP effected a generational change in leadership as its presumptive chief minister, Prem Kumar Dhumal, lost his seat, and Jairam Thakur got the chair.\u00a0<\/p>\n<\/li>\n<li>\n<p>Himachal\u00a0has never re-elected the ruling party after 1985 \u2014\u00a0a trend that the BJP, powered by PM Narendra Modi&#8217;s aggressive campaign, hopes to end.\u00a0The BJP slogan this time was <em>&#8220;Raj nahin, riwaaj badlega&#8221;, <\/em>meaning &#8220;the tradition will change, not the government&#8221;.\u00a0The BJP has bucked a similar trend\u00a0in another hill state, Uttarakhand, and it cited repeatedly in\u00a0Himachal\u00a0Pradesh, home state of the party&#8217;s national president JP Nadda<\/p>\n<\/li>\n<li>\n<p>But the <em>&#8220;rivaaj&#8221; <\/em>is the reason why\u00a0the Congress, which has run a lowkey campaign \u2014 it says that&#8217;s a thought-out strategy \u2014 sounded confident that it&#8217;ll get its turn.\u00a0The stakes are particularly high for the Congress, which has been on a losing spree for over two years now, not registering a single state victory on its own. It currently has chief ministers only in Rajasthan and Chhattisgarh, both of which go to polls in 2023.<\/p>\n<\/li>\n<li>\n<p>Rebel candidates \u2014 those contesting as Independents after being denied party ticket \u2014 have been a factor in the campaign, and may hold the key if there&#8217;s a hung House.\u00a0The BJP had rebels on 21 seats.\u00a0Both parties are in touch with the rebels and other Independents.<\/p>\n<\/li>\n<li>\n<p>While BJP saw rebels across the state, the Congress has a tussle at the top. There&#8217;s no Virbhadra Singh, the ex-royal and six-time chief minister who was the party&#8217;s tallest leader in the state until his death last year.\u00a0His wife Pratibha Singh, currently an MP, is the state Congress chief; and their son Vikramaditya Singh is a candidate. Sukhvinder Sukhu, the current Leader of Opposition, and Mukesh Agnihotri are other claimants.<\/p>\n<\/li>\n<li>\n<p>The AAP made some noises here after winning the neighbouring state of Punjab early this year. But it later chose to concentrate on the Delhi civic poll, which it won yesterday, and the Gujarat assembly polls, results of which are to come along with Himachal&#8217;s today.<\/p>\n<\/li>\n<li>\n<p>The <a href=\"https:\/\/www.ndtv.com\/india-news\/congresss-first-point-of-order-if-it-wins-himachal-polls-3509192\" target=\"_self\" rel=\"noopener noreferrer\">promise of restarting the old pension scheme<\/a> spurred the Congress campaign\u00a0as a large chunk of the population is in government jobs.
