The floor has almost caved in and the windows are askew in the complex.<\/p>\n<p>The doors are barely hanging off hinges and parts of the roof are crumbling.<\/p>\n<p>The entire complex has been declared a &#8220;red zone&#8221; which denotes most dangerous.<\/p>\n<p>Massive cracks have appeared in buildings and roads because of years of unplanned infrastructure building, including hydropower projects.
